
North Korean leader Kim Jong Un has reiterated his government’s full backing for Russia’s military operations in Ukraine. During high-level talks in Wonsan with Russian Foreign Minister Sergei Lavrov, Kim declared “unconditional support” for Russia’s approach to the conflict and pledged continued cooperation between the two nations. The visit comes amid deepening ties and increased military coordination between Moscow and Pyongyang.
The meeting, which North Korean state media described as taking place in a spirit of “warm comradely trust,” centered around strategic dialogue following last year’s defense agreement between the two countries. That pact includes provisions for mutual support in the event of aggression against either side. Lavrov thanked Kim for North Korea’s role in supporting Russia’s military campaign and acknowledged the deployment of North Korean troops and ammunition to the Russian frontlines.
Western and South Korean intelligence agencies estimate that over 10,000 North Korean soldiers have already been sent to assist Russian forces. In addition to military personnel, North Korea has reportedly committed to sending thousands of engineers and construction workers to help with reconstruction in the heavily damaged Kursk region of Russia.
Russia’s foreign ministry released video footage showing a cordial meeting between Kim and Lavrov, including handshakes and embraces. In a statement, Kim voiced confidence in Russia’s ability to prevail, describing the conflict as a “sacred cause” to defend national dignity. Lavrov, in turn, described the Russia-North Korea relationship as a “fighting brotherhood,” and expressed gratitude for North Korea’s continued assistance.
The meetings also produced a joint declaration between Lavrov and North Korean Foreign Minister Choe Son Hui. The statement emphasized shared views on sovereignty and territorial integrity, as well as pledges for expanded cooperation on international issues.
The North Korean government’s public alignment with Russia has drawn concern from the United States and South Korea. Officials in both countries have warned that the collaboration could lead to dangerous technology transfers, potentially strengthening North Korea’s missile and nuclear programs in exchange for its military support.
U.S. and allied governments have condemned the movement of troops and munitions from North Korea to Russia, which they say violates multiple United Nations Security Council resolutions. In April, North Korea formally acknowledged its military involvement in the war for the first time, following independent reports of large troop movements and arms transfers.
Kim’s pledge of continued support for Russia comes at a time when the United States has resumed military aid to Ukraine. President Donald Trump announced that U.S.-made Patriot air defense systems would be provided via NATO channels, responding to intensified Russian aerial attacks.
The meeting between Kim and Lavrov is the latest in a series of visits by top Russian officials to North Korea as the two countries seek to fortify their partnership. With shared isolation from much of the international community and a growing military alliance, Moscow and Pyongyang are increasingly presenting themselves as united in opposition to Western influence.
While the long-term consequences of this cooperation remain unclear, it marks a shift in regional dynamics and adds another layer of complexity to the war in Ukraine.
